Armada (ACTIVISION)

The setting is after the Dominion war. In the Romulan campaign you play "Sela" from the Tal Shiar, and you have to fight against Klingons, Ferengi and Borg with strategy and cunning in order to get an Omega-molecule in your hands.

Romulan Campaign:

1. "Cloak and Dagger"

Sela has to rescue a Romulan scientist from a Klingon prison camp

2. "A Call to Power"

Sela has to prevent the Ferengi from selling an Omega molecule to the Cardassians

3. "The Gauntlet"

The Borg and the Klingons are in pursuit of Sela and her Tal Shiar fleet and the Omega molecule.

4. "Unholy Alliances"

Sela forges an alliance with the Borg to eliminate the pursuing Klingons in retribution for the Omega. But in the end she lures the Borg in a trap and retains Omega.

The other campaigns also include Romulan settings, characters and ships.

Klingon Academy (INTERPLAY)

Setting is in the late 23the century. The player takes the role of a young klingon at the academy and during ship duties. Including space-battles against Romulans.

New Worlds (INTERPLAY)

Strategy-game. The task is: colonization of a planet, with all it's hazards. The player also can choose Romulan colonists.

Sequel to Armada I. Again the Borg are in the center of interest. There's no Romulan Campaign, but they are part of the other settings, especially in the Klingon setting "The Romulan Connection"

The player is member of a secret taskforce and has to deal with various problems, which cannot be solved be Starfleet 'officially'. Some of the settings are in Romulan territory.

Starfleet Command III (ACTIVISION)

The setting is after the return of the USS "Voyager". . The player commands a starship: in the Romulan Campaign you serve in the Romulan fleet and later Tal Shiar, and in the Federation Campaign you fight alongside Captain Picard against the Romulans.

Elite Force II (ACTIVISION)

The player is member of a Hazard Team and has to fight all sorts of enemies and dangers to his ship and the Federation. The Romulans, especially the Tal Shiar, are the enemy in some settings.

The setting spans all Star Trek eras and allows to play as the Federation and Starfleet in single player and the Borg, Romulans or Klingons in multiplayer (as well as the Federation). Therefore the characters and ships of the respective 5 TV-shows can be found here. A story arc about the Earth-Romulan war in the 22th century is included, and the other settings also have Romulan encounters.

Star Trek Online - Legacy of Romulus

Set after the reboot movie "Star Trek The Beginning" - Romulus and Remus are destroyed. The remaining Romulans and Remans are scattered accross the old territory and try to start anew as "Romulan Republic" while Empress Sela and the Tal Shiar try to get them back under control (a little Star Wars Empire against Republic^^). Moreover, they have to fight a mysterious enemy who has in mind to destroy the Beta Quadrant.

Stellaris (mit Romulan Mod "New Horizons")

Paradox Development

In this strategy game you can play an interstellar civilization and advance it through exploring, colonization, economy and warfare. Originally not a game in the Star Trek Universe, it has been given a fan-made mod, where you can choose from various Star Trek races. One of them are the Romulans.

You can get the mod "New Horizons" and the UI "Romulans" for free on steam.
